This scene is from the Hindi movie - Inkaar. The Mail used to have this Green-Yellow-Cream livery in the 70s. This livery was present in other trains such as MG Pandian/Tippu Exps.

153369 (Looe Valley Line Liveried Unit), 153382 (Devon & Cornwall Black Livery) and 150248 (Wessex Trains Livery) head up Newton Abbot on the 2113 Plymouth - Exeter St. Davids service.
